Grease and line a 20 x 20 cm baking tin with non-stick baking paper.
Whisk the brown sugar, maple syrup, melted butter, espresso powder, vanilla, milk and beaten eggs in a jug until fully combined and smooth.
Sift the teff flour, oat flour, xanthan gum, cocoa powder and baking powder into a bowl. Pour in the wet mixture and stir until the batter is glossy and even.
Fold in the chocolate chips and chopped hazelnuts. Spoon into the prepared tin and smooth the top.
Bake for 20-25 minutes, until the edges just begin to pull from the tin and the top forms a light crust. Then, insert a skewer into the centre making sure it comes out with a few moist crumbs.
Cool in the tin for 10 minutes, then transfer to a wire rack to cool completely. Cut into 16 squares. For cleaner slices, let it chill for 20-30 minutes before cutting.
